Plan protects school budgets: Insurance idea offsets lost timber funds

From today's Spokesman Review. Legislative budget writers have agreed to reimburse Idaho school districts for 70 percent of their losses next year if Congress doesn't reauthorize payments to counties hurt by cutbacks in federal logging.
